Avoid unstable formatting in ellipsis-only body with trailing comment (#8984)

## Summary

We should avoid inlining the ellipsis in:

```python
def h():
    ...
    # bye
```

Just as we omit the ellipsis in:

```python
def h():
    # bye
    ...
```
