Aria Desires 06f9f52e59 [ty] Add support for @warnings.deprecated (#19376)

items were assigned to)

  * [x] fire on imports of deprecated items
* [ ] suppress subsequent diagnostics if the import diagnostic fired (is
this handled by alias supression?)

ty is an extremely fast type checker. Currently, it is a work-in-progress and not ready for production use.
