Sean Parkinson e97e1b5847 SP ARM64 P-256: mark functions as SP_NOINLINE ...

iOS device compilations are inlining functions and causing P-256 to
fail.
Add SP_NOINLINE to key P-256 functions.
Add "cc" to more clobber lists.
